Page 5 G--COS/CFA Financial Conclusions

FOAVC conclusions regarding its investigation of the financial and other records of Compact for America and Convention of States are as follows:

Compact for America

FOAVC has concluded several possible violations of Texas state law and federal income tax law involving the organizations known as Compact for America Educational Foundation, Inc., Compact for America(Action) or Compact for a Balanced Budget Commission may have occured. Based information obtained during its investigation FOAVC believes official investigation of these possible violations is warrented.

Convention of States

Conclusions regarding the FOAVC investigation of Convention of States will be released upon completion of the investigation. At this time FOAVC has no comment whasoever regarding the financial records of Convention of States nor any action by that organization.
